Shortlisting an EOR in 2026

Choosing the best
EOR provider in Croatia

A capable provider in Croatia can answer straight away which town’s income tax rates apply to your hire and what they do to net pay, why the 16.5% health contribution has no cap while pension contributions do, and what the 2026 Aliens Act amendment means for a non-EU candidate. Put those three questions to anyone you speak to. Below are the rest of the checklist, the prices we found on 9 October 2026 and where we fit.

A person, not a helpdesk

On a hard day, you get a name.

Say your employee falls ill while working out their notice, or a permit file comes back short of a document. You message your specialist, who already knows the person and the contract, and hear back with the rule, the deadline and what to do.

Buyer checklist

Which eight questions should you ask any EOR?

Bring these to each sales call. Anyone who employs in Croatia should answer every one directly.

Whose contract is it?

Whose name is on the employment contract, and who files the JOPPD and answers HZMO and HZZO if a record is wrong?

Payroll accuracy

Which municipal tax rates will you apply to my hire, and how will you pick up a change when the local unit sets new rates from 1 January?

Employer risk

If a labour inspector finds a problem, who deals with the State Inspectorate and who pays any fine that follows?

Personal data

Where are payslips, OIB numbers and sick-leave certificates stored, and which of your staff can open them?

Local labour law

When does a post-employment non-compete bind in Croatia, and what must the employer pay each month while it lasts?

Honest start dates

How long will a non-EU hire really take, given the HZZ labour market test and MUP’s 90-day decision period?

A forecastable bill

Is the fee fixed per person, what is charged at cost, and what happens to my bill when tax or contribution rates change?

Paper trail

Will I receive the signed contract, the insurance registration proof and every pay statement, and can I download them myself?

We set our euro fee against dollar prices with the euro reference rate the ECB published for 9 October 2026, 1.1206 US dollars per euro, so from €599 is about $671. Papaya Global charges €650 in Europe, around $728. That puts us above Deel ($599), RemoFirst (from $199) and Native Teams (from $99), and below Remote and Oyster ($699) and Papaya Global. Prices checked 9 October 2026, read from the providers’ own pricing pages. A dash means we have not verified that feature for the provider.

Buyer questions

What do buyers ask first?

Who signs as my hire’s employer?+
Ours. EOR Croatia is the party to the Croatian employment contract, handles salary, tax and contributions, and reports to Porezna uprava. Daily direction of the work stays with you, as do approvals of pay, leave and changes.
What does a Croatian payroll month look like?+
You sign off the month’s figures, salaries go out by bank transfer, and the JOPPD reaches Porezna uprava with the tax and contributions on the day of payment. A written pay statement follows within 15 days, and you receive one euro invoice with the salary, the 16.5% employer contribution and our fee.
Pension cover?+
The employee pays 20% of gross into pension insurance, either 15% first pillar plus 5% into a second-pillar fund, or the full 20% to the first pillar, deducted through payroll. First-pillar money goes to the state budget and second-pillar money via REGOS. The cap is a monthly base of €11,958 in 2026.
What happens if my employee challenges a dismissal?+
The employee must first ask the employer in writing to put the decision right within 15 days, then has a further 15 days to go to court. A court can order reinstatement or, where working together is no longer acceptable, award 3 to 8 monthly salaries. We prepare the written reasons and any warning before notice is given.
Who sees my employees’ data?+
Payroll needs each employee’s OIB, bank account and, for sick leave, the doctor’s certificate. Our payroll staff and your account specialist work with them; you see payslips and leave records in the portal. Ask for our data handling terms before you sign.
How is the fee reached?+
A flat monthly fee from €599 per employee, set by role and scope. Salary, the 16.5% health contribution and approved expenses pass through at cost.
Can contract terms be amended later?+
Yes. Pay rises, new hours, a move to home working or a new job title are agreed with the employee and set down in writing. Home working for more than seven days a month must say how costs are reimbursed, and a fixed-term contract can be renewed only within the three-year, three-contract limit.
How do I reach support?+
By email, video call or the portal, through one named specialist who handles your account. Questions on payroll, leave and permits go to the same person, who brings in colleagues where needed.
