Who we are, and why

Your Croatian hires,
employed and paid by one team

EOR Croatia is the legal employer for the people our clients hire in Croatia. We hold the employment contract, run payroll in euro, report to Porezna uprava, HZMO and HZZO, and keep the records; the client chooses the person and directs the work.

A company abroad that finds the right person in Croatia should not need a d.o.o., a Croatian accountant and a payroll system before it can make the offer. We exist to take that step away.

Our story

Where it began

Croatian employment rules are detailed: a contract with set terms before day one, insurance registration, a JOPPD on every pay day and, since 2024, income tax rates that differ by town. Foreign employers hiring one or two people met all of it at once, through a company they did not yet need.

So we built a service for Croatia alone. You find the person, we employ them, and you see every cost before the offer goes out.

Principles

Six working rules we keep

These six rules shape every hire we take on, from a single developer in Split to a team spread across Croatia.

We are the employer of record

Your hire’s contract is with us, so the Labour Act duties and the filings sit with us too.

One contact throughout

A named specialist handles everything for you, from the first quote until the last pay statement.

Real replies

You write to a person who knows your team, not to a form, and replies come from the same specialist each time.

No shortcuts on papers

Every contract, registration and pay statement is produced in the form the law asks for and kept for inspection.

Headcount can change

Add a second hire or end an employment when plans change, with the notice periods and paperwork the Labour Act sets.

Plain pricing

A fee from €599 for each person on payroll, with statutory costs passed on unchanged.

Your support

Who supports you and the hire?

Four kinds of help sit behind every account, all reached through your named contact.

Your account specialist

Your first contact for quotes, new hires, changes and exits, who keeps your plans and the rules in step.

Payroll and state filings

Monthly gross-to-net, JOPPD reports to Porezna uprava, insurance records with HZMO, sick pay refunds from HZZO and second-pillar pension via REGOS.

Help for your employee

Your employee can ask us about payslips, leave, sick notes and parental leave, and gets a straight answer.

Contract and first days

Written contracts with every term the Labour Act requires, a copy before work starts, insurance registration by day one and proof to the employee within 8 days.

Each of these runs through the specialist named on your account.

Where we employ

Where can your hires live and work?

Anywhere in Croatia. Your employee can live in Zagreb, on the coast or in a small inland town; what changes is the income tax rate, since each of the 556 local units may set its own. Hires who also work in another EU state need a check on which country’s social security applies.

2026 rates

Zagreb 23% and 33%, Split 21.5% and 32%, Rijeka 20% and 25%, Osijek 20% and 30%
