Every employer duty in Croatia
taken on by EOR Croatia.

Once you pick a candidate, we confirm gross and net pay for the town they live in, draft the written contract, register pension and health insurance before day one, enter their OIB and bank details, and run the first payroll with its JOPPD report. You approve each step; we hold the paperwork.

1HR support from afar

What does managing a Croatian hire from abroad involve?

Croatian employment law has firm rules on paperwork, timing and notice that a remote employer rarely sees coming. We apply them and warn you before a decision has legal effect.

  • Probation of up to six months, in writing
  • Leave planning, with at least two straight weeks taken in the year
  • Sick notes, sick pay and HZZO refund claims
  • Pay rises and new hours recorded in an updated written contract
  • Business-reason dismissals and the six-month rehire ban
  • Resignations, final pay and unused leave

Watch this one: a Croatian dismissal must be in writing, give its reasons and be delivered to the employee. Before a dismissal for misconduct the employer normally gives a written warning and a chance to respond, and a summary dismissal (izvanredni otkaz) has to come within 15 days of learning the facts. If a court finds a dismissal unlawful it can order reinstatement or award 3 to 8 monthly salaries.

2Payroll in euro, run every month

What moves Croatian payroll costs in a year?

Three things move the numbers. Income tax rates belong to the employee’s town, and local units may change them each January: 13 of 556 did so for 2026, with Rijeka cutting to 20% and 25%. The pension cap is reset every year, to a monthly base of €11,958 for 2026. And the government sets the minimum wage by decree by 31 October for the next year; for 2026 it is €1,050 a month.

  • Tax at the town’s lower rate on monthly taxable pay to €5,000, higher above it
  • A personal allowance of €600 a month, with more for children and dependants
  • Pension contributions capped at a €11,958 monthly base
  • Sunday work paid at an extra 50% or more
  • Annual tax settled by Porezna uprava, with assessments by 30 June

3Benefits beyond the legal minimum

What do Croatian candidates expect beyond pay?

Tax-free extras are part of a normal Croatian offer: in 2025 more than 1.4 million people received an occasional bonus free of tax. In 2026 the Christmas bonus (božićnica) and holiday allowance (regres) are tax-free up to €700 a year together, performance bonuses up to €1,200 and a cash meal allowance up to €1,200. We pay each through payroll and report it on the JOPPD, so any amount over a limit is taxed as salary.

  • Božićnica and regres, up to €700
  • Meal allowance of up to €1,200 a year
  • Home-working lump sum, €70 a month max
  • Public transport tickets reimbursed at actual cost
  • A gift per child under 15, up to €140

The set-up

Once your hire starts, who handles what?

1
The employer: us

EOR Croatia signs the contract, pays the salary, withholds tax and contributions, and deals with Porezna uprava, HZMO and HZZO as the employer named on every filing.

2
Daily direction: you

You set tasks, targets, tools and the working pattern the contract allows, as you would for any team member.

3
Back office: our team

Payslips, leave records, sick-pay refund claims, JOPPD filings and the employee’s own questions come to us, not to your finance team.

4
Where judgement counts

Non-competes after the job ends. A Croatian post-employment non-compete can last up to two years, but it is void if the employee earned under the national average wage when signing, and binds only if the employer pays at least half the worker’s average pay each month it runs. We raise this before an offer.

Market rates

Where does our fee sit among EORs?

We bill from €599 monthly per person on payroll for the contract, payroll, filings and a named contact. Native Teams, RemoFirst and Deel list lower prices; Papaya Global, Oyster and Remote list higher ones. The gap pays for a team that works on Croatian employment alone.

We noted each list price on 9 October 2026, as published by the provider, as list prices before discounts or country surcharges. We charge in euro while most competitors quote dollars: converted at 1.1206 dollars to the euro, the ECB reference rate for 9 October 2026, €599 comes to about $671. Papaya Global quotes €650 in Europe, roughly $728. So Native Teams, RemoFirst and Deel cost less than us, while Papaya Global, Oyster and Remote cost more. A dash marks an unverified point.
